No, it does not have the swivel feature, that would have been awesome but it does not.

No, this model does not include a swiveling bracket feature.

Can you turn your tv without moving the whole stand

The distance between shelves is about 7". The width of the top shelf is approximately 28".

IT IS NOT 7 INCHES BETWEEN SHELVES!!!  If you measure from the very front edges of the shelves, yes it is about 7 inches.  However, the brackets under the shelves take at least another 1/2 inch.  I guess 6 1/2 inches is about 7 inches? Not much difference, right?  Well, it is if you relied on the previous answer and your receiver is about 6 3/4 inches tall.  I will have to drill new holes through the frame to relocate the top shelf.  Not a major deal, but inconvenient.  Other than that, the unit is top notch, very well designed and excellent quality for the price.

Beware, I bought the 3 shelf version of this.  The same question was asked about that unit, and the same answer was given.  The underside of the shelf has metal supports that take about 1/2 inch of space.  The effective clearance is 6 1/2 inches.  Not that big of a deal unless your receiver is between 6 5/8 and 6 3/4 inches tall :(

This stand fits most flat panel TVs up to 50". The mounting frame is approximately 27 inches wide; you will need to make sure the actual width of the TV is not smaller otherwise the mounting frame will be visible.

Yes it should.  The stand comes with many different mounts for the back of the TV so should fit that size.  Directions are easy to follow.

the flat screen tv that would be set on the mount is 28in would the stand be the right fit.
